Tusk’s remark was a direct reaction to Nawrocki’s announcement that he would work on a new constitution. The prime minister did not set out his own plan for the constitutional process; instead, he used the announcement to push Nawrocki toward the rules already in force.
Marcin Przydacz answered on behalf of the president’s side. He wrote: "Dobra, to my pracujemy nad nową, lepszą konstytucją dla Polski. A pan, zgodnie z własną propozycją, zaczyna przestrzegać przepisy aktualnej. Deal? PS. Proszę nie zapominać o ustawach. Też musi pan ich przestrzegać. Ustawach, nie uchwałach!"
President’s Council on May 3

For now, the practical next step is the May 3 appointment of the first council members. Nawrocki’s office is building the body that would prepare the draft, while Tusk has already made clear that he wants the president to start from the constitution already in force.
