Trump Allemagne orders 5,000 U.S. troops out of Germany
Washington announced on Friday that 5,000 U.S. soldiers will be withdrawn from Germany, a move that Donald Trump had considered after remarks by Friedrich Merz angered him. The decision comes as the United States already has 36,000 soldiers in Germany and about 80,000 in Europe overall, with Ramstein still central to the American military footprint.
Berlin and Washington
Georges Mercier said the timing sent a clear message to Berlin. Speaking on LCN on Saturday, Mercier said: "Pourquoi maintenant ? Et là, ce serait difficile d’expliquer ce retrait-là pour d’autres raisons que le fait que Donald Trump s’est senti humilié, manifestement piqué par les déclarations du chancelier allemand".
Mercier also linked the move to the White House’s national defense strategy published in December last year. "En décembre dernier, la Maison-Blanche a publié sa nouvelle stratégie de défense nationale. Qu’est-ce que cette stratégie-là prévoyait ? Et bien qu’à terme, les Européens prennent une part plus importante des responsabilités de leur propre défense," Mercier said.
Friedrich Merz remarks
The friction began last Monday, when Merz said the Americans visibly had no strategy in Iran and that Tehran was humiliating the world's leading power. Mercier said: "Ça n’a certainement pas été bien accueilli du côté de la Maison-Blanche".
Mercier framed the withdrawal as a political signal rather than a major drawdown. "Il faut dire que les Américains ont quand même environ 80 000 soldats en Europe et qu’en Allemagne seule, il y en a déjà 36 000. Ce n’est pas une réduction monstre non plus du nombre de troupes qu’ils ont là-bas," he said.
Ramstein and Europe
Germany has hosted American forces since the Second World War, and Ramstein remains the principal American air base in Europe. Mercier said Ramstein lets the Americans strike the Middle East and project power worldwide: "C’est là qu’ils ont leur principale base aérienne en Europe, la base de Ramstein, base qui leur permet d’ailleurs d’aller frapper au Moyen-Orient et qui est absolument vitale pour la capacité des Américains de projeter leur puissance partout dans le monde".
He summed up the message this way: "Écoutez, vous devez faire preuve de plus de respect, de plus de soutien envers nous, considérant l’ampleur des troupes qu’on a chez vous".
The United States must keep about 75,000 soldiers in Europe almost all the time under the legal framework Mercier cited, leaving the announced cut as a reduction inside a still-large force posture. The next development to watch is how Berlin answers the message Washington has now sent through the troop withdrawal itself.
