Gina Lucita Monreal said, “We knew from the beginning of this season that we were building to that kiss.” She also said she originally wanted to title the episode How to Lose a Guy in 10 Days, adding, “I really was.”

Monreal said, “He talked me out of it.” The team still leaned into the romance because they wanted the moment to be beautiful and romantic and also unexpected, and she said, “We really wanted to surprise” viewers.

Randy and Camp Pendleton

Randy’s kidnapping gives the finale its harder edge. His abduction was tied to the computer work he had been doing all season, and the office shutdown at Camp Pendleton left his situation hanging over the rest of the story instead of letting the episode end as a simple relationship win.

Gibbs was already rattled when he learned the Camp Pendleton office was being shut down, and that pressure folded into the hostage chaos around Abe Pruitt’s compound. Abe Pruitt was back in custody after holding hostages, including his brother, while Gibbs got between Mason and a bullet.

Tom Morrow and Season 3

Vera also pulled Mary Jo, Kowalski, Herm, Dalton, Woody, and Lenora together to help Wheeler sell Tom Morrow on NCIS being hard on crime. That gave the finale a second operational front: the team was not just reacting to danger, it was trying to shape what a new director would tolerate.

The franchise’s cleaner exit would have been to leave Gibbs and Lala in limbo, but the kiss gives the season a clear emotional landing instead. Mark Harmon closed with, “We got our happy ending,” followed by, “I only wish it could’ve lasted forever.”

David J. North and Gina Lucita Monreal will not be returning for Season 3, so the kiss also lands as a handoff point. That makes the finale feel less like a tease and more like a bookmark: the romance is settled for now, while Randy’s kidnapping and the office shutdown push the next chapter into a rougher place.
