Santé Québec autorizes Dossier santé numérique at 3 h 42 on Autoroute 73

Santé Québec authorized the deployment of the Dossier santé numérique on autoroute 73 at 3 h 42 Saturday, May 9, in the two pilot establishments. The launch moved the project from preparation to live use at the DSN command center in Trois-Rivières, where about sixty employees were at their screens from 3 h.

Patricia Cossette, director of the DSN center of expertise, met around 3 h 40 with about twenty managers and leaders from Santé Québec, the CIUSSS du Nord-de-l’Île-de-Montréal and the CIUSSS de la Mauricie-et-du-Centre-du-Québec before giving the go-ahead. She said, “C’est un go !”

Geneviève Biron, speaking on a giant screen from Hôpital du Sacré-Coeur-de-Montréal, called it “C’est un grand moment” and added: “On le sait que dans les prochaines heures, les prochains jours, il va y avoir des petites choses qu’on va devoir ajuster. Les gens vont devoir s’approprier un nouveau système. C’est un changement important au Québec. On bascule vraiment vers une solution numérique.”

The DSN, developed by Epic Systems, is meant to bring patient information onto a single platform and replace fax and paper in the pilot sites. During the rollout, staff at Hôpital Sainte-Croix de Drummondville reported trouble updating the patient list, with one source saying, “J’ai réussi à en voir un en 1 h 30” and another saying, “Le système plante constamment. Juste de réussir à avoir une liste de patients a pris une heure.”

Marianne Paquette called the problem “mineur” and said there were “de petits correctifs à faire.” At the same time, the endoscopy department at the CIUSSS du Nord-de-l’Île-de-Montréal could not transfer images into the DSN, even though employees could enter exam results into the new system.

Marie-Claude Beauchemin said tests were underway on the image-transfer problem. She also said employees who had not connected to the DSN for more than 20 days could not log in, but added: “Ils ont trouvé la source [du problème] et la solution.”

The launch now leaves the two pilot establishments working through early fixes while the new platform begins handling patient data, exam results and image transfers inside the first live sites.
