Old Oak Common land deal opens £10bn partner search

Old Oak Common has moved into a partner search after the Old Oak and Park Royal Development Corporation agreed heads of terms with government, the Department for Transport and Network Rail to bring 70 acres into a single public sector development site. The deal clears the way for a two-stage bid contest for a £10bn scheme.

The development is planned around 8,000 homes, 200,000 sq m of commercial and community space, new parks and public realm, and 11,000 jobs. OPDC will start the contest this month, and a tender notice is due on 28 May on the OPDC website and the Find a Tender Service.

Dame Karen Buck, chair of OPDC, said securing the land was a breakthrough moment for the corporation. She said the collaboration with national and London government had brought Old Oak together as a single, strategic development site, giving the market certainty and unlocking placemaking potential.

She added that OPDC is now seeking an exemplar joint-venture partner with the vision and capability to turn the ambition into reality. The preferred partner is due to be picked by spring 2027.

Sadiq Khan said the capital’s biggest brownfield site, Old Oak, can now deliver for Londoners, driving forward housing delivery and economic growth. The site is described as London’s biggest brownfield regeneration scheme, and the station will link HS2, the Elizabeth line, Great Western Main Line and Heathrow Express.

The Public Land Agreement will combine OPDC land with Department for Transport-owned sites for the first time. The land assembly follows £340m of Ministry of Housing, Communities and Local Government funding used by OPDC to assemble privately-owned land across Old Oak.

For residents, developers and nearby businesses, the immediate change is that the site now moves from land assembly into procurement. The next step is the tender notice on 28 May, when OPDC begins the search for the partner it says will shape the scheme’s delivery.
