Oana Țoiu says Galati drone crash could trigger NATO Article 4
Oana Țoiu said Romania can use NATO Article 4 after a drone crashed on a home roof in galati, causing a fire and slightly injuring two people. She said the incident fits the category of events that justify using that tool, and that President Klaus Iohannis and NATO were informed from Thursday night to Friday morning.
Galați roof fire
The drone was involved in the bombing of infrastructure in Ukraine before it crashed on the roof of a home in Galați. The building was evacuated after the impact, and the fire followed the crash. Two people were slightly injured.
Țoiu said the Ministry of Foreign Affairs and the Ministry of Defense had discussed strengthening the eastern flank over the last several months inside NATO and with partners. She also said allies know the need to strengthen the eastern flank, and that the Ministry of Defense had added several anti-air defense elements to the priority procurement list.
Article 4 and Romania
Țoiu described Article 4 as an instrument Romania can use. She said, “Articolul 4 este un instrument pe care România îl poate folosi.” She also said, “Este unul dintre instrumentele pe care România le poate folosi în format aliat.”
She added that Article 4 means consultation between allied states when one allied state considers there is a risk to itself. In her words, “Incidentul de azi noapte se încadrează în categoria incidentelor care justifică utilizarea unor instrumente de acest tip.”
Iohannis and NATO
Țoiu said invoking Article 4 is a joint interinstitutional decision. She also said, “președintele României este cel care are în acest moment evident și comanda și puterea de a invoca atât articolul 4, cât și oricare dintre măsurile diplomatice.”
For Romania, the immediate next step is inside its own institutions and with allied partners, where the decision on Article 4 would be made if the government and president choose to pursue it. The Galați crash has already moved the issue from a local fire scene to a NATO consultation question.
