FOX Forecast Center says 30 million Americans are in the renewed flash flood threat area as the front shifts southeast out of the Upper Midwest. Storm coverage is expected to expand across the Mississippi Valley on Thursday, then into the Ohio and Tennessee Valleys on Friday.

Forecasters say multiple rounds of heavy rain-producing thunderstorms are expected through Sunday. Winds running parallel to the front could allow storms to repeatedly develop and move over the same locations, which raises the chance that rain totals build quickly in the same corridor.

A Level 2 out of 4 flash flood threat is in place Thursday across portions of the Mississippi River Valley, including Western Kentucky, southern Illinois and parts of eastern Missouri. From Friday through early Sunday, the Level 2 risk expands across portions of southwestern Pennsylvania, Ohio, Kentucky, Missouri, Tennessee and West Virginia.

The rain threat matters most in places where the ground cannot absorb much more water. Parts of the Ohio and Tennessee Valleys were already left completely saturated by recent torrential downpours at the end of June, leaving less room for new rain to drain away.

That setup gives forecasters a reason to watch for a higher risk category. The threat into Friday could be upgraded to Level 3 out of 4 if slow-moving storms track over the same areas, and flash flood threats could extend into next week as the front continues to sag slowly south and east.
