The MOD cancelled the Type 31 Through Life Support procurement on 22 July 2026, ending the Navy lookout competition for sustainment of five Inspiration-class Type 31 frigates. The notice said the assumptions behind the current T31 TLS competition no longer held.
The competition had been set up to cover management and through-life support services for the ships over a minimum eight-year period, with two additional one-year extension options. It was run under the Competitive Negotiated procedure of the Defence and Security Public Contract Regulations 2011.
Type 31 Through Life Support procurement
The MOD said the notice was for transparency only and did not amount to a request for expressions of interest. In the same notice, it said changes to the programme context, commercial practicality, and enterprise support planning meant the assumptions underpinning the current T31 TLS competition no longer held. It added that continuation was not judged to be in the NA-M DM Contracting Authority’s best interests and that further activity against the requirement was cancelled.
The original requirement went beyond basic upkeep. It covered management of maintenance, the supply chain, design services, engineering services, support information, and safety, environmental protection and security. That support package was meant to sustain the availability and operational service of the Type 31 fleet across a range of tasks.
Rosyth in Scotland
The cancellation lands while the Type 31 programme is still being assembled by Babcock International at Rosyth in Scotland, under a contract awarded in 2019. The class is based on Arrowhead 140, derived from the Iver Huitfeldt-class frigate operated by the Royal Danish Navy.
The original notice described the frigates as “at the heart of the RN’s surface fleet, deterring aggression and maintaining the security of the UK’s interests” and said they would “deliver credible UK warship presence across the globe.” It also said the ships were flexible and adaptable by design, and that they would undertake interception, intelligence collection, defence engagement, and assistance to those in need.
Five Inspiration-class ships
The cancelled support competition covered five Inspiration-class Type 31 frigates: HMS Venturer, Active, Formidable, Bulldog and Campbeltown. The lead ship, HMS Venturer, was floated off in 2023, and the class is intended to replace five general-purpose Type 23 frigates that have served the Royal Navy since the early 1990s.
For now, the immediate practical result is that the planned long-term support route has been withdrawn before a replacement arrangement has been set out. The fleet still needs sustainment planning, but the MOD has not said what form that will take next.
