Rosie Ybarra was identified by her family as one of two people fatally shot inside the Park at Woodlake Apartments leasing office in west Houston. Houston police said 24 hours later there were still no arrests and no clear motive.
Ybarra was 67 and worked as a leasing agent. Her family said she was a mother, grandmother, great-grandmother and foster mother, and Krystal Martinez said, "My mom was independent. She was still working at 67, and she worked because she wanted to provide us, all of us, a good life, a good future, a good everything,"

Police believed Ybarra and a 47-year-old manager were shot and killed shortly before the leasing office closed Thursday night. Police were seen entering and leaving the complex Friday, while one resident told ABC13 that he was still trying to download surveillance video that may help investigators.
Elia Ybarra, speaking through tears, asked, "What are we going to do without her?" Sabrina Salinas described her as "As a strong, outspoken, very kind, always in a happy mood, anybody who saw her, she was always smiling with that red lipstick, red hair," and added, "She was working to get money into her pocket for her family. She was the rock of the family, so it's very devastating for us that she's not here with us any longer."
The unanswered question now is who shot Ybarra and the 47-year-old manager before the office closed. Until investigators identify a suspect or recover usable video, the two killings leave the family waiting for an answer that police have not yet given.
