Atlantic Industrial Coatings said its own repair work helped cause the Reflecting Pool Damage Contractor Report fallout after the Lincoln Memorial liner peeled and tore. Donald Trump had already said vandals caused the damage, but the contractor’s account points to mistakes in the repair plan itself.
The company said human oversight kept crews from spraying enough primer in some places. It also said the design required two chemicals in separate layers even though the products proved incompatible, with the top spray getting hotter than the material below could tolerate.

Atlantic first acknowledged mistakes in a 14 August report, then added details in early September. The company said combining the two products that way was “very uncommon,” and it said it would repair the pool again under the project’s warranty.
The renovation was carried out on an accelerated schedule before 4 July. Atlantic Industrial Coatings had received a $14.7m no-bid contract to renovate the Lincoln Memorial reflecting pool.
Donald Trump on Truth Social
Trump wrote on Truth Social that vandals armed with knives or box cutters tore apart the pool’s American flag blue liner. He also wrote, “As with many jobs, there was also some contractor error done by rushing the job,” and said the damage from those mistakes was limited to “a very small area” and was “relatively inconsequential.”
The justice department charged several people with vandalizing the pool in early July, and prosecutors began moving to dismiss those cases on 31 July. A federal court filing said the damage came from a flawed installation and the rush to finish the project ahead of the country’s 250th anniversary celebrations on 4 July.
Interior department position
The interior department did not directly address Atlantic’s report, but it blamed major vandalism for the damage. It also said Atlantic was contractually obligated to remedy the repairs and was well on its way to doing so.
That leaves the repair record tied to two competing explanations: the contractor’s flawed plan and Trump’s vandalism claim. Atlantic says it will fix the pool again under warranty, so the next practical step is another repair job, not a new argument over whether the liner failed because of knives, chemicals, or both.
