Donald Trump’s Trump pledge would send $5,000 to every American adult if Republicans kept control of both houses of Congress in the Nov. 3 elections. He made the promise in Dallas, tying the payment to a win for Republicans and calling it the “Trump dividend.”
The pledge would reach every American adult and the payment would have to be spent in the U.S. Trump did not say how it would be paid for or what it would cost. Experts put the price tag at an estimated $1.2 trillion, and Congress would have to approve any payments.

The White House posted a video and fact sheet on Sept. 10 about the $500 checks for qualifying Obamacare enrollees. Trump said those refunds came from what his administration described as excess fees collected through Healthcare.gov, and the White House said the fees exceeded the amount needed to operate the federal exchange.

Bernie Moreno said in a post on X that he would prepare legislation for the dividend. John Thune said whether there would be enough votes for passage was a “good question,” while Susan Collins said the proposed $5,000 dividend would not have an income cap and would be extraordinarily costly.
Jamie Raskin called the proposal a “political bribe.” Dan Goldman called it “corrupt and blatantly illegal.” Ron DeSantis warned that it could “lead to more debt and inflation,” and Bob Good described the checks as a “socialist vote-buying scheme.”
The plan now depends on Congress, not the promise itself. How Trump would secure approval and pay for the dividend is not explained, which leaves the next step in lawmakers’ hands if the proposal moves beyond the campaign trail.
