Emonnie Branch faces a murder charge after Kentucky State Police said Trooper Hayden Phillips was fatally shot during a traffic stop on Interstate 65 in Warren County. Branch is 51 and from Portland, Tennessee. Prosecutors said he is a flight risk and a danger to the community, and they also said he gave law enforcement a false name.

Hayden Phillips on Interstate 65

Kentucky State Police said Phillips was killed during the traffic stop in Warren County. That charge is tied to the death of a peace officer, which is why the case moved quickly into court on Monday.

The court ruling left Branch in custody. A bond denial keeps the defendant from leaving before the next hearing, and that shifts the case into the Friday appearance without any release order in between.

Tennessee records on Branch

Tennessee Bureau of Investigation records show Branch was arrested multiple times on numerous charges. Sumner County court records show he pleaded guilty in 2009 to possession of a weapon by a convicted felon and received a three-year sentence.

Those records also show a 2025 guilty plea to securities fraud in Sumner County. The 2022 indictment in that case alleged that Branch stole money from a woman and used stolen proceeds in a scheme to delay discovery of the theft.

Warren County court Monday

The bond fight now sits beside the murder charge itself. Prosecutors argued Branch is a flight risk and danger to the community, while the court sided against release and kept him held for the Friday Kentucky court hearing.

What remains unresolved is the size and shape of the case after that hearing, but the immediate consequence is clear: Branch stays in custody while the prosecution moves forward on the charge tied to Hayden Phillips’ death.
