Northern Ireland has introduced new driving license rules for motorcycle learners from 1 October, requiring 10 mandatory training modules and a compulsory logbook before a practical test. The change is part of the Graduated Driver Licensing system and immediately alters the route to a full motorcycle licence.
Access to the Programme of Training and Logbook costs £17. An optional 11th module covers motorway riding, while progress through the required modules is recorded before a learner can book the test under the new system.
Programme of Training and Logbook
The new structure leaves motorcycle learners outside some of the measures that apply to Category B car learners. They are not subject to the six-month mandatory minimum learning period, and the late-night and passenger rules for newly qualified young drivers do not apply to motorcycle riders.
After a rider passes the test, the restriction period now lasts two years rather than 12 months. Newly qualified riders must display an R plate during that period, and the existing 45mph restriction has been removed.
Category A provisional entitlement
Anyone whose Category A provisional entitlement began before 1 October can keep using the current system and take the existing practical test until 31 March 2027. From 1 April 2027, learners will need to have completed the new Programme of Training and Logbook before booking their practical test.
The National Motorcyclists Council and the British Motorcyclists Federation support structured motorcycle training, but both say the new system should be measured for results rather than assumed to work. Their view puts the focus on whether the extra steps improve safety or simply add cost and complexity for learners trying to move on from CBT.
Road Safety Strategy
The UK Government’s Road Safety Strategy, published in January 2026, includes a review of motorcycle training, testing and licensing. The Department for Transport and DVSA are also examining how to encourage riders who stay on provisional licences after CBT to progress to a full licence.
For riders in Northern Ireland, the practical choice is straightforward: start the training path now if they are entering the new system, or use the current rules only if their Category A provisional entitlement began before 1 October and they are moving before 31 March 2027. Whether the new motorcycle licensing system reduces collisions or puts some learners off before they finish remains the point the policy still has to answer.
