UK student visa application declines have sharpened the pressure on sponsor compliance, with 11,500 applications withdrawn before a decision in the year to June 2026. The Home Office data shows that figure was double the previous year and the highest annual total since 2010.

That rise matters because a UK student sponsor must keep its refusal rate under 5% to pass its annual Basic Compliance Assessment. The published rate for the year to June 2026 was 4.9%, but counting withdrawals lifts it to 7.5%, a gap that changes how close sponsors are to failing the new test.

Basic Compliance Assessment rules

The tighter rule took effect on June 1, 2026, cutting the threshold from 10% to 5% for assessments applied for on or after that date. The refusal rate is measured over the 12 months before each assessment, so the year to June 2026 is the first full annual figure sitting under the new bar.

Withdrawn applications do not count in the Basic Compliance Assessment refusal rate. A CAS is counted only when the application it supports has been decided, and a withdrawn application does not use up a CAS. That is why the published 4.9% rate can look safer than the broader picture once withdrawals are included.

June 2026 refusal rate

The annual 4.9% refusal rate is the highest since 2016. It also follows a steady climb: 3.1% in the year to September 2025, then 3.8%, 4.3% and 4.9% over the next three quarters. The pattern leaves little room for sponsors that are already near the limit.

The withdrawal surge has also changed the quarterly numbers. From 2019 to the third quarter of 2023, quarterly withdrawals never passed 850. In the fourth quarter of 2023, that jumped to 2,470.

January to March 2026

Between January and March 2026, 6,970 student visa applications were withdrawn and 5,499 were refused across all nationalities. That was the first time outside the pandemic quarter of April to June 2020 that withdrawals outnumbered refusals.

Pakistan accounted for a large share of that quarter’s movement. Between January and March 2026, 2,920 Pakistani applicants withdrew their applications before a decision, more than the 2,362 who were granted a UK student visa and the 1,531 who were refused. For sponsors, the practical effect is clear: the decision to withdraw can keep an application out of the refusal tally, but it can still leave a record that compliance teams need to track carefully.

The headline number is simple: 11,500 withdrawals in a year, against a 5% compliance threshold and a 7.5% rate once withdrawals are folded in. That leaves the UK student sponsor system relying on the narrower published refusal rate while the broader risk measure keeps rising.
