Beyoncé joins Knowles-Rowland House ribbon-cutting in Houston — Blue Ivy Carter Rumi Carter Appearance

Beyoncé, Kelly Rowland and Tina Knowles made the Blue Ivy Carter Rumi Carter appearance at the Knowles-Rowland House ribbon-cutting ceremony in Houston on Tuesday, turning a housing opening into a family-and-community moment with a concrete result: 31 permanent supportive housing units. The project now repurposes the former Knowles-Rowland Center for Youth for people who have experienced chronic homelessness.

Sixteen of the 31 units are designed for people with mobility or sensory impairments, a detail that shapes who can actually use the building once residents move in. The site is sponsored by Bread of Life, which is affiliated with St. John's Downtown Church, and residents will have access to social services through Temenos Community Development Corporation.

The ceremony also brought Houston Mayor John Whitmire, Congressman Christian Menefee and Harris County Commissioner Rodney Ellis to a project that carries a long backstory. The building was originally constructed in 1999 as a gymnasium and youth center, funded using earnings from Destiny's Child's first single, then absorbed damage during Hurricane Harvey in 2017 and again during a fire in 2021 before redevelopment moved forward.

Harris County committed about $7.2 million in federal pandemic recovery funding toward redevelopment in 2023, which is the financial backbone that made the reopening possible. Bread of Life was founded in 1992 by Rudy and Juanita Rasmus to serve Houston's homeless community, and the organization now pairs housing with case management, mental health counseling, substance abuse treatment, life skills training and nutrition assistance.

31 units and 16 accessible

The project is aimed at people who have experienced chronic homelessness, a term the source defines as continuous homelessness for at least one year or at least four episodes over the past three years totaling at least 12 months. That definition matters because it narrows the pool to residents with the longest and most unstable housing histories, not just people in a temporary bind.

Tina Knowles stood alongside Beyoncé and Kelly Rowland as the ceremony tied a familiar Houston property to a new use. The building has been through damage, funding fights and a long redevelopment process; what changes now is not the ribbon itself but the fact that 31 households can finally be placed into permanent supportive housing.
