Trump Approves Construction of Arctic Security Cutters

President Donald J. Trump has authorized the construction of up to four Arctic Security Cutters (ASCs) abroad. This initiative aims to strengthen national security in the Arctic region, responding to increasing threats from foreign adversaries.
Presidential Memorandum for Arctic Security Cutters
The Presidential Memorandum invokes the President’s authority under 14 U.S.C. 1151(b) and 10 U.S.C. 8679(b). It allows foreign construction as a national security necessity. The U.S. Coast Guard is directed to submit a phased plan for ASC construction. This plan will also focus on developing domestic expertise for future ASCs.
Collaboration with Finland
In line with this, President Trump signed a Memorandum of Understanding with Finland. This agreement enables the construction of four ASCs at Finnish shipyards. Following this, the U.S. aims to leverage Finnish technology to build up to seven additional ASCs in American shipyards.

Bolstering Arctic Defense
This initiative addresses urgent strategic threats in the Arctic. The U.S. Coast Guard’s current fleet includes only two operational ASCs. One was commissioned in 1976, while the other was converted from a commercial vessel just last month.
Growing Demand for Arctic Security Cutters
The Coast Guard has assessed that at least nine ASCs are necessary to meet year-round national security needs in the Arctic. Without sufficient ASCs, U.S. sovereignty and economic interests in the region are at risk.
The foreign construction of these ASCs is a temporary strategy to bridge existing capability gaps while providing a foundation for future domestic shipbuilding investments.

In August, the Coast Guard welcomed an ASC to its fleet, marking the first addition in 25 years. The President’s broader budget includes nearly $9 billion for heavy, medium, and light ASCs to ensure U.S. readiness in the Arctic.
