U.S. Trade Representative Jamieson Greer described these actions as a “global supply chain power grab.” In a joint press conference at the Treasury Department, Treasury Secretary Scott Bessent labeled the restrictions a provocation.

The remarks by Greer and Bessent come after Beijing announced new limits on rare-earth minerals and related technologies. This development has escalated concerns over U.S.-China trade dynamics. In response to China’s measures, President Donald Trump threatened to impose 100% tariffs on Chinese goods and control exports of critical software.

China’s Justification for Export Controls

Both Greer and Bessent indicated that the current 90-day pause on tariffs with China could be extended if China lifts its restrictions on rare-earth minerals. Bessent noted that Washington is in discussions with allied trade partners about a unified strategy in response to China’s actions. He declared, “This is China vs. the world. We and our allies will neither be commanded nor controlled.”
