Missing 13-Year-Old Rayan Found in Haute-Vienne; Three Detained

The search for Rayan, a 13-year-old boy from Haute-Vienne, ended successfully after he was found safe. Authorities launched a missing child alert after Rayan was reported missing on October 20. The alert, known as “Alerte enlèvement,” was activated due to his severe diabetes and the circumstances surrounding his disappearance.

Details of Rayan’s Disappearance

Rayan went missing around 6 PM on October 20 in Panazol, a suburb of Limoges. A massive alert was triggered by the French Ministry of Justice, detailing Rayan’s appearance and medical needs:

  • Age: 13 years
  • Height: 152 cm
  • Ethnicity: North African descent
  • Eye Color: Brown
  • Hair Color: Brown
  • Glasses: Black
  • Clothing: Light yellow sweatshirt, beige cargo pants, and white Nike sneakers with a red logo

Return and Investigation

By midday, Rayan was safely returned to the facility where he was placed. He was found in good health, according to Fabien Doucet, the mayor of Panazol.

In the course of the investigation, authorities took swift action. Rayan’s father was arrested on Monday evening around 8:30 PM. He was suspected of being involved in the case, along with an unidentified woman and a man who had recently been named as suspects.

Profile of the Suspects

The suspects in Rayan’s case were described as follows:

  • A woman aged 25-30, heavyset with long black hair, wearing a bright blue robe and white patterned pajama bottoms.
  • A man of average build dressed in black joggers and a black sweatshirt with a white Nike logo, wearing a black cap.

Investigators believe the father may have plotted the abduction of Rayan, who is currently in a state care facility.

Alerte Enlèvement System

The Alerte enlèvement system has been operational in France since February 2006. It was inspired by the Amber Alert system in Texas. The program is designed to rapidly disseminate information about missing children and has been activated over thirty times since its inception.

This incident reinforces the importance of such alert systems in ensuring the safety of vulnerable children, as seen in the recent successful recovery of Rayan.
