Homeland Security Secretary Kristi Noem has announced a significant Arctic defense pact with Canada and Finland. The new initiative aims to construct nearly a dozen advanced icebreaker ships. Noem’s Arctic Defense Pact

The pact, called the Icebreaker Collaboration Effort (ICE Pact), was formalized through a letter of intent signed by Noem, Canadian Ambassador Kirsten Hillman, and Finland’s Minister of Economic Affairs Sakari Puisto. The signing took place at the Department of Homeland Security headquarters in Washington, D.C., on November 18, 2025.

The Importance of Icebreakers

Noem emphasized the necessity of icebreakers for thriving in the Arctic, referring to the region as “the world’s last, most wild frontier.” She highlighted how the ICE Pact aims to bolster the economies of the three countries while strengthening collective defense capabilities in the Arctic.

Response to Chinese Activity

Noem noted the recent uptick in Chinese naval activity near U.S. Arctic waters following the commissioning of the U.S. Coast Guard Cutter Storis. She described the response from the Coast Guard as rapid, involving the deployment of the Cutter Healy and other air assets to address the Chinese presence promptly.

Future of the Icebreaker Initiative

Currently, the U.S. has 11 icebreaker cutters under contract, with the first four set to be constructed in collaboration with Canada and Finland. The remaining vessels will be built domestically, as the U.S. focuses on revitalizing its shipbuilding capabilities.

Skills Training and Workforce Development

This initiative also aims to enhance the workforce by providing training for specialized skills in shipbuilding. Noem noted that American shipbuilders are among the most innovative and skilled worldwide, which is vital for the mission’s overall success.
