Gabon Participates in 76th Extraordinary Session of ASECNA Ministers’ Committee

The 76th Extraordinary Session of the ASECNA Ministers’ Committee took place on November 21, 2025, in Dakar, Senegal. This significant meeting brought together transport ministers and experts from 19 member states of the Agency for the Safety of Aeronautical Navigation in Africa and Madagascar (ASECNA). Among the participating countries were Gabon, Mali, Cameroon, and France, among others.

Key Highlights from the ASECNA Ministers’ Committee Session

The session was attended by Gabon’s General Division Eric Tristan Franck MOUSSAVOU, the Director General of the National Agency of Civil Aviation (ANAC). He represented the Minister of Transport, Maritime Trade, and Logistics, who was unable to attend.

Agenda and Discussion Points

During the session, the committee focused on reviewing and adopting crucial documents that will shape the future of aviation navigation within the ASECNA area. Key items on the agenda included:

  • Strategic Orientation Plan (POS) for 2026–2035
  • Service and Equipment Plan (PSE) for 2026–2030
  • Governance and efficiency issues within the agency

Expert Committee Analysis

The experts highlighted several critical points concerning the agency’s future:

  • The need to address urgent demands within the PSE 2026–2030, including unfinished projects from PSE 2023–2027.
  • The strategic importance of the SBAS/ANGA project, which is essential for modernizing aviation navigation, was emphasized.
  • Concerns about low visibility for training components, now integrated into every project under “educational tools.”
  • The execution capacity of projects is approximately 30%, raising doubts about achieving the 80% target set by ASECNA management.

Anticipated Resolutions

The session is expected to conclude with several key resolutions, including:

  • Enhancing good governance practices within ASECNA
  • Adopting the POS for 2026–2035
  • Adopting the PSE for 2026–2030
  • Validating a funding plan to ensure effective project implementation extending to 2039

Gabon reaffirmed its commitment to ASECNA’s strategic goals during the session. The nation aims to actively contribute to technical discussions and enhance cooperation with other member states. This collective effort seeks to modernize aviation navigation, improve safety, and optimize aeronautical infrastructure within the regional community.
