Recent Report Highlights Recycling Progress
On October 21, 2024, the Economic Development and Environment Management scrutiny committee of Blaenau Gwent County Borough Council reviewed the annual Waste and Recycling performance report. The recycling rate improved from 66.18% in 2023/2024 to 68.89% in 2024/2025. However, this achievement still falls short of the council’s target of 70% recycling.
Involvement of Waste Wardens
Council member Gareth Alban Davies raised concerns about the effectiveness of waste wardens during the meeting. He noted that community reports are essential to identify households that fail to recycle properly. Some residents have reported significant reductions in their black bag waste after consultations with waste wardens.
Andrew Long, who oversees the council’s frontline enforcement services, confirmed that over 32,000 homes have had enforcement visits. This includes examining the contents of black bags to check for recyclable materials.
Potential Fines for Non-Compliance
Residents identified as improperly disposing of recyclables in their black bags may face consequences. If a household is found to be non-compliant, the council can issue a Fixed Penalty Notice (FPN) or a legal notice. Failure to comply may lead to prosecution.

Long emphasized the proactive approach taken by waste wardens. They monitor presentations of waste on collection days and keep an eye on repeat offenders. This active engagement is part of the council’s broader campaign to improve recycling rates and reduce litter.
