OSHA Fines Universal Over Employee Electric Shock at Epic Universe Ride

The Occupational Safety and Health Administration (OSHA) has fined Universal $11,585 due to a serious electrical incident involving an employee at Epic Universe. The incident occurred during routine maintenance for the Harry Potter and the Battle of the Ministry ride on April 24, just weeks before the park’s official opening.

Details of the Incident

An unidentified employee suffered a severe electrical shock from a 480-volt busbar, resulting in multiple injuries, including fractured ribs and a dislocated shoulder. The incident happened at 7:22 a.m., prior to the park’s anticipated opening for guests.

Safety Protocol Violations

• The busbar, which distributes power in electrical systems, was not properly locked during maintenance.
• OSHA records state the ride vehicle should have been locked out in three places to prevent electrical accidents.

Florida State University Assistant Professor Peter Cheetham noted that the employee likely did not follow safety protocols, emphasizing the need to de-energize the circuit before maintenance work began. Cheetham explained that such high-voltage circuits can create dangerous electrical arcs.

OSHA’s Investigation

OSHA conducted a thorough investigation of the incident as well as a site visit. They found “no unusual circumstances” surrounding the incident but previously cited Universal for electrical safety issues at other facilities.

• Those incidents were linked to electrical defects during the park’s construction but did not result in fines.

Universal and OSHA initially set a fine of $16,550 but later negotiated it down to the current amount. It is important to note that electrical shocks can be potentially fatal, depending on the duration and voltage involved.
