Víctor Borja Leads COFEPRIS in 2025; Tourism Jumps 5.8%
In a significant development for Mexico’s tourism sector, the Minister of Tourism, Josefina Rodríguez, revealed that tourism has experienced a remarkable 5.8% growth in 2025. This increase reflects a surge in both international arrivals and domestic travel.
Tourism Growth Highlights
Between January and October 2025, Mexico welcomed 38.4 million international tourists. This figure marks a notable increase from the previous year. Domestic tourism also saw a 3.3% rise, totaling 92.6 million travelers.

The United States continues to be the dominant source of international visitors, accounting for 67.3% of arrivals. Other countries contributing to growth include:
- Canada: 11.4%
- Italy: 14.8%
- China: 10.6%
- Korea: 11%
Rodríguez emphasized that this growth is not limited to beach destinations. Cultural and recreational experiences across various Mexican states have also played a significant role in attracting tourists.
Health Initiatives: Pharmacies for Well-Being
President Claudia Sheinbaum announced the upcoming nationwide expansion of the Farmacias del Bienestar, or Pharmacies for Well-Being. By March 2026, these pharmacies will operate in all 32 states.
The initiative aims to ensure free access to medications at health centers and strengthen the Salud Casa por Casa (Health Home by Home) program. Currently, an evaluation phase is taking place in the State of Mexico, allowing for analysis before the program’s full implementation.
Leadership Change at COFEPRIS
President Sheinbaum has appointed Víctor Hugo Borja as the new head of the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS). This decision followed a recommendation from the Minister of Health, David Kershenobich.
COFEPRIS plays a critical role in the approval of medications and food supplies. Sheinbaum highlighted a previous anti-corruption reform aimed at improving the agency’s internal processes. The current challenge focuses on reducing approval times to enhance operational efficiency.
