Previously, school districts could set their own deadlines, either Aug. 1 or Sept. 30, which has led to uncertainty for many families.

Impact of the Kindergarten Cutoff Change

The shift means that fewer children will be eligible for kindergarten. An estimated 5,000 fewer students statewide are expected to enroll next year due to this law, according to the Ohio Legislative Services Commission. This change could also result in a nearly $50 million reduction in state spending on public education, as funding is largely based on student enrollment numbers.

Uncertainty for CMSD Families

Families in Cleveland are facing additional challenges. The school board has yet to approve the calendar for the next school year, leaving parents unsure about the start date. Children with birthdays in August and September are particularly affected, as their enrollment depends on the school’s confirmed first day. As of now, CMSD has proposed Aug. 28 as the start date for kindergarteners.

The district currently has 2,214 pre-K seats but intends to decrease this to 1,742 for the upcoming school year, nearly a 500-seat drop based on this year’s lower enrollment. This reduction raises serious concerns for families who may be unable to secure a place for their children in preschool or kindergarten.

Current Enrollment Trends

Enrollment for preschool has faced challenges, with many classrooms reporting lower attendance this year due to complications with the state’s child care benefit application process. Comparatively, during the 2024-2025 school year, 97% of preschool seats were filled, highlighting the potential for declining availability in the coming academic year.

Looking Ahead

CMSD is committed to reviewing the enrollment situation closely. If there is a significant increase in pre-K enrollment, district leaders have indicated they would consider reopening more seats. As the deadline for school selection approaches, CMSD families will need to navigate these uncertainties while awaiting clearer guidance from district officials.
