Key Components of Hochul’s NY Plan
Restriction of ICE Actions
A significant aspect of Hochul’s plan focuses on limiting the actions of Immigration and Customs Enforcement (ICE). She supports new legislation requiring ICE agents to present a judicial warrant before conducting enforcement actions in sensitive locations such as schools, hospitals, and places of worship. This proposal aims to ensure the safety and tranquility of New Yorkers accessing essential services.
Affordable Housing Initiatives
To tackle the state’s housing affordability crisis, Hochul plans to simplify environmental regulations to expedite construction timelines. She advocates for exemptions from the State Environmental Quality Review Act for most housing developments, similar to a law recently passed in California. Expansion of Free Child Care

New EBT Card Technology
To combat the theft of Supplemental Nutrition Assistance Program (SNAP) benefits, Hochul intends to upgrade New York’s EBT cards. The new chip-based technology will significantly reduce the risk of mass skimming operations affecting benefit recipients.
