Himachal Speaker Accuses Centre of Financial Strangulation
In a recent statement, Himachal Pradesh Speaker Kuldeep Singh Pathania has accused the central government of financially strangulating the state following the discontinuation of the Revenue Deficit Grant (RDG). He has stressed that the financial needs of Himachal Pradesh are unique and require ongoing support.
Concerns Over Financial Viability
During a high-level meeting, Pathania expressed grave concerns regarding the state’s economic situation. He pointed out that Himachal Pradesh is not economically self-sufficient. “Stopping the RDG is an attempt to strangle the state financially,” he stated.
Resource Drain Allegations
- Pathania alleged that the state has been facing a resource drain due to the exploitation of its natural resources by central government agencies.
- Despite Supreme Court orders favoring Himachal, the central government has failed to implement these directives.
- Specifically, he mentioned that ₹4,500 crore in arrears from the Bhakra Beas Management Board (BBMB) has remained unpaid since 2012.
Call for Fair Compensation
Pathania insisted that if the central government is unwilling to provide the RDG, it must at least compensate Himachal Pradesh for its rightful dues. He highlighted the need for a minimum of 50% royalty on power projects that have repaid their loans, as well as the return of power projects completed over 40 years ago back to the state.
Political Dynamics
Pathania also criticized the Bharatiya Janata Party (BJP) for allegedly attempting to destabilize the state government. He urged all political parties to come together to address Himachal’s financial issues rather than engaging in political conflicts.
Budget Challenges Ahead
In light of the RDG’s discontinuation, Pathania acknowledged that the upcoming budget session would face unique challenges. He indicated that the government is working on a new budget framework and will provide updates on its proposals in due course.
Responses from the BJP
Karan Nanda, the state media coordinator for the BJP, accused the Congress party of creating confusion over the RDG issue. He stated that the BJP has not suggested that the government is collapsing or threatened the welfare of employees.

Former MP Pratibha Singh urged the BJP to take action to restore the RDG. She emphasized that the closure of this financial aid poses significant risks to Himachal’s economy and urged for unity in protecting the state’s interests.
