Background on Charles Milliard

Natives of Lévis, Charles Milliard was born in 1979. He is a trained pharmacist and was previously the CEO of the Federation of Chambers of Commerce of Quebec. Notably, unlike his predecessor, Milliard has never served as an elected official at either the federal or provincial level.

An Uncontested Leadership

Before his ascension, Milliard’s only potential rival was farmer Mario Roy from Beauce. However, Roy failed to meet the qualifications necessary to run for the position officially. This lack of opposition marked a straightforward path for Milliard.

Challenges Ahead for the PLQ

The party’s recent history presents challenges. Rodriguez’s brief leadership has left lingering issues due to allegations of financial misconduct. Reports suggested that members supporting Rodriguez may have received monetary rewards related to his leadership campaign. Additionally, approximately twenty donors allegedly received envelopes of $500 to reimburse their contributions.

The Permanent Anti-Corruption Unit (UPAC) is currently investigating these claims, and the findings are awaited. The controversy began when MP Marwah Rizqy dismissed her chief of staff, Geneviève Hinse, without prior discussion. Subsequently, Rodriguez expelled Rizqy from the caucus after she remained silent on the matter.

Path Forward

Milliard faces the task of rebuilding the party and reconnecting with its base, particularly French-speaking voters and those in rural regions. As he does not hold a seat in the National Assembly, his focus will be on touring Quebec ahead of the upcoming elections in October.
