Marcos Enhances Classroom Oversight for Improved Education
PRESIDENT Ferdinand R. Marcos, Jr. has announced a new initiative aimed at enhancing oversight in classroom construction across the Philippines. This initiative targets over P85 billion allocated in the 2026 national budget for school facilities.
New Framework for Classroom Construction
The new approach introduced by President Marcos involves a tranche-based funding system paired with stricter reporting requirements. The initiative was formally presented during a memorandum of agreement signing ceremony held at Malacañang, where the Department of Education (DepEd) collaborated with local government units.
Key Features of the Funding System
- Funds will be disbursed in three separate tranches.
- Local governments must create trust accounts specifically for classroom projects.
- Monthly and quarterly reports on project progress will be required by the DepEd.
- Final payments will depend on DepEd validating completed classrooms.
President Marcos emphasized that “the people’s money must be safeguarded,” highlighting the importance of accountability throughout the construction process. The government aims to accelerate the delivery of classrooms while ensuring clear accountability measures.
Funding Allocation and Classroom Deficit
The initial tranche allocates P9.6 billion to construct approximately 4,000 classrooms. Additionally, new agreements with city governments will facilitate the construction of 1,700 more classrooms, which are estimated to cost around P5.96 billion.
This initiative comes at a critical time, as the Philippines is currently facing a significant classroom deficit of 144,758. The ongoing classroom shortages contribute to issues such as overcrowded classrooms and multiple school shifts, exacerbating the country’s learning crisis.
Collaboration and Project Management
Giving local governments control over procurement and project management is key to this program. The collaboration aims to complement national oversight by the DepEd, ensuring that projects are completed efficiently and effectively. Partnerships with private sector initiatives will also be explored to enhance the implementation and modernization of educational infrastructure nationwide.
