Côte d’Ivoire Launches Mandatory Biometric Census for Civil State Employees
The Ivorian Government has initiated a mandatory biometric census for civil state employees. This program, announced by the Ministry of State in charge of Public Service and Administrative Modernization, starts on February 23, 2026. The aim is to enhance the accuracy of the personnel database within the Ivorian administration.
Purpose of the Biometric Census
The biometric census will establish a reliable record of public servants. It is also a precursor to implementing biometric attendance checks at workplaces. This initiative will ensure that the government keeps an accurate count of its employees.
Who is Affected?
The census includes various groups of personnel:
- Public servants who did not participate in the previous biometric census held from July 3, 2024, to March 17, 2025.
- New civil servants who have recently started working and have a registration number.
- Future civil servants upon their employment commencement.
How to Participate
Employees are required to schedule an appointment online via the Ministry’s website. This allows them to select their enrollment dates and centers. Participation is compulsory and will only be conducted with the presentation of the new national identity card.
Ministerial Oversight
The biometric census initiative is overseen by Anne-Désirée Ouloto Lamizana, the Minister of State, Ministry of Public Service and Administrative Modernization. The program is intended to bolster the integrity of the civil service data and improve overall administrative efficiency.
