Parago charged in Winnipeg over teen camp counsellor allegations
winnipeg police charged Carson Alexander Parago on April 30 after alleging the pastor sexually assaulted a teenage camp counsellor he directed at a youth camp group. He was released from custody under Crown-authorized conditions after the charges were laid.
April 30 charges
Parago, 23, faces sexual assault, sexual exploitation, luring an underage person via telecommunication, and transmitting sexually explicit material to a minor. Police said the allegations involve a relationship that developed between August 2025 and March 2026.
The Winnipeg Police Service said its sex crimes unit was tipped off in March. Police allege Parago groomed the counsellor and gained the teen's trust before the alleged sexual relationship, and they say he met the teen in private on multiple occasions.

The case centers on a pastor who directed a youth camp group and a teenage camp counsellor. Police allege Parago also sent sexually explicit material to the teen, adding a separate criminal allegation to the sexual assault count.
The charges have not been tested in court. That leaves the case at the charging stage, with Parago released under conditions set by the Crown while the allegations move through the system.
Crown-authorized conditions
For anyone connected to the youth camp group, the immediate change is that the pastor is no longer in custody and faces multiple charges tied to alleged conduct over several months. The court process now determines how those allegations are examined, and the case will turn on the evidence behind the police complaint and the conditions attached to his release.
