António Costa said at the G7 meeting in Evian on Tuesday, "Close EU-UK cooperation is essential for our shared European security, resilience and prosperity" and "We are working closely together to make our upcoming second summit on 22 July a success." For the EU and the UK, the Brussels meeting is the next formal chance to test whether the reset can move beyond general promises.

Brussels date ends repeated delays

The summit was originally supposed to take place in May, then moved to the end of June and early July before the 22 July date was announced. UK resistance to some EU demands in a youth experience programme held up the summit, and EU diplomats warned there would be no summit without a youth experience programme.

The youth mobility scheme at the center of the dispute would allow under-30s to work, travel or study in each other’s territory. That issue had deadlocked recent talks, making the summit date itself part of the negotiation rather than a simple scheduling exercise.

Starmer links summit to reset

Keir Starmer said, "My Labour government is delivering on our promise to reset our relationship and put Britain at the heart of Europe." He added, "Together we will tackle the cost of living, boost jobs and create opportunities for young people."

The UK prime minister took office in 2024 and has since promised a reset in relations with the EU. Naomi Smith, head of pro-EU campaign group Best for Britain, said "whoever is in No 10 in July must recognise the increasing importance" of the EU, and that would help create the political will for "signalling an intention to pursue membership".

Trade and emissions talks

Other agenda items include a food and farm produce trade agreement that would remove red tape and physical checks on exports into the EU, while the UK would align with the bloc’s standards. Talks are also progressing on an emissions trading system that would allow the UK to align with the EU’s trading rules involving penalties for products with high carbon emissions.

For businesses, farmers and younger travelers, the July summit is the first fixed point after months of drift. If the two sides narrow the youth mobility dispute before Brussels, the meeting could open the way for movement on trade and emissions; if they do not, the summit will begin under the same pressure that pushed it back from May, then June, then early July.
