Uefa said Fifa crossed a red line by lifting Folarin Balogun’s one-match suspension before Monday’s last-16 tie with Belgium. The governing body called the move “incomprehensible and unjustifiable,” putting the rulebook itself at the center of a knockout-stage dispute.

The line did not come from a routine disciplinary disagreement. Uefa said, “Football, like any other sports, relies on rules, which are the basis for fair, honest and transparent competition.” It added that “A minimum automatic suspension of one match following a red card is not a discretionary option and does not require the decision of a competent body to be enacted.”

Uefa's Red Line

Uefa went further by saying the issue went beyond Balogun. “It is a principle embedded in regulations, which cannot be made subject to exceptions, let alone in the middle of a tournament where several other players have been in the same situation and regularly served their suspension.” The body also warned that “When the certainty of rules is no longer guaranteed by its guardians, the integrity of the game is at stake and the credibility of a competition is undermined.”

That language matters because Fifa did not treat the one-match automatic suspension as final. Instead, it suspended the ban for a probationary period of a year under Article 27 of Fifa’s disciplinary code, which gives the judicial committee authority to fully or partially suspend the implementation of a disciplinary measure. That brief reference was the only explanation given to the Royal Belgian Football Association.

Royal Belgian Football Association Response

The Royal Belgian Football Association said on Sunday that it was astonished by the decision to rescind Balogun’s ban. Rudi Garcia went further and compared it to an “April Fool’s Day joke.” The association then lodged an appeal against Balogun’s availability for the last-16 tie.

Belgium has been left to argue its case without the reasoning it says it needs. The Royal Belgian Football Association had not received the reasons for the reversal, and the appeal has effectively been submitted blind. Fifa regulations say the appeal will be heard by a member of Fifa’s appeals committee who does not represent Uefa or Concacaf.

Balogun, Article 27 and Monday

Balogun was sent off in the USA’s 2-0 last-16 win over Bosnia and Herzegovina, then had the red-card ban lifted for the next round. Donald Trump repeatedly lobbied Fifa to lift the ban, and sources said he made three calls to Fifa starting on Wednesday. That pressure, along with the Article 27 reference, has put Fifa’s disciplinary process under scrutiny.

The Royal Belgian Football Association is also exploring legal action against Fifa and says Fifa has broken its own statutes. Belgium now has one appeal in motion, one knockout match on the line, and no full explanation yet for why a standard one-match ban was set aside.
