ABC7 reports Jack Nguyen moved his family into a newly completed house in Pacific Palisades even though it still does not have full power. Nguyen said the home has only temporary power, and his rental lease ended on July 21.
Nguyen said he received a certificate of occupancy a couple of weeks ago, but regular utility service had not been turned on. He said the Los Angeles Department of Water and Power had not responded to his concerns since the beginning of July.

Nguyen told ABC7, "Why are [they] making it so difficult for Palisadians to come back?" He also said, "If we get our certificate of occupancy, which we got a couple weeks ago, you would hope that you would get your utilities within a few days after that. Especially given the circumstances we're under, which is obviously just disaster."
He said the lack of electricity affected two cars that require electricity. "We have two cars that require electricity," he said.
Temporary power after rebuilds
Temporary power has let some residents use only limited basic services while they wait for regular utility activation. That leaves rebuilt homes occupied, but not yet operating like finished houses with full electrical service.
The same delay has affected other homeowners who finished rebuilds in Pacific Palisades, according to the report. Some residents fear the problem could worsen as more homes are completed in the coming months.
The Los Angeles Department of Water and Power said restoring power remains a priority. For residents back in rebuilt homes, the immediate question is when regular service will replace temporary power so daily life can resume without workarounds.
