Núria Parlon ordered Barcelona weather restrictions for Wednesday in five counties south and inland of Barcelona, with mobility limited from 7am to 5pm except in cases of force majeure. The Catalan government also signed a resolution suspending classes in educational centers and universities after the forecast pointed to heavy rain.

Parlon said: “We are in a situation that forces us to deploy all measures to protect the population in accordance with the meteorological forecast,” as the danger level reached 5 out of 6 in the Inuncat flood plan. The measures also require remote working where possible, postpone non-urgent healthcare activity and apply to day centers for the elderly and disabled.
Alt Penedès to Garraf
The restrictions cover Alt Penedès, Baix Penedès, Baix Llobregat, Vallès Occidental and Garraf. An emergency phone alert will go out on Tuesday evening, when rain is due to begin, and the heaviest phase is expected between 3am and 3pm on Wednesday.
Santi Segalà, head of forecasting at the Meteorological Service of Catalonia, said Wednesday will bring local floods and storms. He said temperatures are expected to fall by 5 to 10 degrees, with rain before 8am mainly affecting Barcelona and Tarragona provinces and the greatest risk between 8am and 2pm, when the episode should be concentrated in Camp de Tarragona and the central coastal and pre-coastal areas.
That leaves two timing points for residents to watch closely: the Tuesday evening alert and the Wednesday morning window, when mobility will be restricted and classes paused across the five counties. Other areas may still face intense precipitation, so the forecast is not limited to the counties under the mobility order.
