Elon Musk said SpaceX throttled Starlink in Ukraine, then said the restriction was lifted last week after more than a week of disruption. The dispute now centers on what changed inside the service, and on who controlled the limits that affected Ukraine’s front-line communications.
Volodymyr Zelenskyy on X
Volodymyr Zelenskyy said Ukraine’s access to Starlink and Starshield satellite links had been restored to the speeds it had before the restrictions. Zelenskyy wrote on X that restoration began overnight and that The speeds are now where they need to be,
by Saturday morning. Ukraine’s Defense Minister Yevhenii Khmara said the outcome mattered for the front, the military, drone work, logistics and communications.
SpaceX and the throttling
Musk wrote on X that using Starlink for offensive drone strikes to kill people had never been allowed. He said Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people, and he added, That loophole was closed last week.
Musk also said the U.S. government controlled whatever changes happened with Starshield, the military-grade version of Starlink that Ukraine has used as part of its drone and communications network.
Ukraine’s front-line disruption
The restrictions affected front-line operations for more than a week, with commanders reporting lost drones and disrupted missions. Khmara credited the outcome to direct dialogue and Volodymyr Zelenskyy’s diplomacy with Washington, a wording that places the restoration inside a wider push to keep Ukraine’s communications intact while the war continues.
The immediate question is narrower than the politics around it: what specific technical change at SpaceX restored the speeds that Ukraine said were back by Saturday morning. Musk said the limits were closed last week, but he did not spell out whether SpaceX changed access by location, speed, or another service rule, leaving Ukraine’s operators with restored service and no public technical map of how it was fixed.
