Serb List Returns for Mayoral Runoffs in Major Cities

The local elections in Kosovo, held on October 12, marked a significant political shift, particularly in Serb-majority municipalities. The Serb List returned to these regions after previously boycotting the 2023 snap elections. This move allowed them to reclaim their position in local governance.

Key Election Outcomes

The elections resulted in the election of 17 mayors, with nine of them representing Serb-majority municipalities. A total of 21 municipalities are set to hold runoff elections in two weeks as no candidate secured over 50% of the vote.

  • Major Cities: The Democratic League of Kosovo (LDK) and the opposition Democratic Party of Kosovo (PDK) emerged as strong contenders.
  • Pristina Results: Incumbent mayor Përparim Rama of LDK received 34% of the vote, closely followed by Hajrulla Çeku from Vetëvendosje (VV).
  • Other Cities: In major cities like Prizren and Ferizaj, PDK saw notable victories, whereas VV continues to the runoff.

Political Context and Reactions

The local elections are taking place amid an ongoing institutional crisis in Kosovo, stemming from parliamentary elections held in February. Despite Vetëvendosje receiving the most votes, no parliamentary majority has emerged seven months later.

Prime Minister Albin Kurti expressed satisfaction with VV’s performance, claiming it reflects the party’s growth and influence at the local level. Meanwhile, LDK leader Lumir Abdixhiku highlighted that his party received over 180,000 votes for the Municipal Assemblies.

On the other hand, PDK president Memli Krasniqi acknowledged voter support for their governance model. Observers noted that while the election day was peaceful, there were reports of procedural irregularities. However, these did not undermine the overall election results.

Return of the Serb List

The Serb List, supported by Belgrade, made a noteworthy comeback by winning nine out of ten mayoral contests in Serb-majority areas. This follows a tumultuous period where Serb List mayors resigned in late 2022 due to disputes with the Kosovo government. Their boycott of early elections in 2023 resulted in an exceptionally low voter turnout.

  • Dominance: Historically, the Serb List has dominated these municipalities, winning nearly all votes in past elections.
  • Future Challenges: Increased competition, particularly in Mitrovica, was noted, but they still achieved first-round victories.

Zlatan Elek, president of the Serbian List, asserted that the results reflect public recognition of their commitment to the Serb community amid past accusations. The party also received congratulations from Serbian President Aleksandar Vučić, marking a notable moment in local governance dynamics.
