Over 260 Quebec Doctors Seek Ontario Licenses After Bill 2 Introduction

In a significant shift, over 260 doctors from Quebec are seeking licenses to practice in Ontario. This surge of applications follows the controversial introduction of Bill 2 in Quebec, a law designed to reform doctors’ compensation based on performance metrics, which was passed on October 25, 2023.

Surge in Applications from Quebec Doctors

According to the College of Physicians and Surgeons of Ontario (CPSO), 263 applications have been submitted by Quebec doctors since October 23. This increase represents a staggering 13-fold rise compared to the 19 applications received from June 1 to October 22 in the same year.

  • Total Applications (since Oct. 23): 263
  • Applications Approved: 35
  • Majority Practice Areas: Family medicine, pediatrics, radiology, anesthesiology, and general practice.

Impact of Bill 2

Bill 2, effective at the start of the new year, ties physicians’ payments to specific performance targets related to patient care. It also introduces severe penalties, including fines of up to $500,000 per day for any doctors taking “concerted action” against the law. Critics claim that these measures unfairly shift the blame for systemic healthcare issues onto physicians.

Dr. Trevor Hennessey, chief of anesthesiology at a major health center in Outaouais, recently resigned and is contemplating relocating to Ontario. He emphasized that many essential resources necessary to meet the bill’s targets are controlled by the government. “The resources to obtain those necessities are fully under the control of the government,” he stated.

Concerns Regarding Resources and Staffing

The new law has raised alarm among healthcare professionals. With approximately 2.5 million Ontarians lacking a family doctor, Premier Doug Ford has encouraged Quebec doctors to reach out to a hotline for quick employment opportunities in Ontario. Meanwhile, the Ontario Medical Association (OMA) has voiced support for both Quebec doctors and the need for physician mobility.

Community Response to Bill 2

The introduction of Bill 2 has sparked widespread protests in Quebec. Approximately 13,000 medical professionals and supporters rallied at the Bell Centre in Montreal, demanding the suspension of the law. Organizations representing general practitioners, specialists, and medical students have also initiated legal challenges against the legislation.

Despite the pushback, Quebec’s Premier François Legault maintains a firm stance regarding the bill. His office stated that they are prioritizing the needs of Quebecers and are unwilling to retreat on essential healthcare reforms.

The Future of Healthcare in Quebec and Ontario

As both provinces face similar staffing challenges, the influx of Quebec doctors into Ontario raises questions about the impact on healthcare delivery in both regions. The situation highlights the critical importance of addressing the underlying issues within the healthcare system to ensure effective patient access and care.
