Putin Considers US Plan for Ukraine Deal but Threatens Land Seizure

Russian President Vladimir Putin acknowledged the potential of a U.S. plan to resolve the ongoing conflict in Ukraine, describing it as a possible foundation for future treaties. However, he reiterated his hardline stance on territorial claims, stressing that Moscow would continue to threaten land seizures if Ukraine does not withdraw its troops from contested regions.

Putin’s Threats and Expectations

During a press briefing in Bishkek, Kyrgyzstan, on Thursday, Putin indicated that a U.S. delegation led by Special Envoy Steve Witkoff is scheduled to visit Moscow shortly. He expressed that the Kremlin is open to “serious discussion.” Despite this, Putin’s assertive demands make a rapid resolution unlikely. He stated that the war will conclude only when Ukrainian forces retreat from the territories they currently occupy.

Ukrainian Response and Upcoming Negotiations

In response, Ukrainian President Volodymyr Zelensky announced that his team would be meeting with U.S. representatives by the end of the week, focusing on previously discussed points outlined during talks in Geneva. Zelensky mentioned that significant discussions are anticipated next week, although specifics were not disclosed.

Current State of Occupied Territories

  • Approximately 20% of Ukraine’s internationally recognized territory is under Russian occupation.
  • Regions affected include Luhansk, Donetsk, Kherson, and Zaporizhzhia.
  • Russia’s demands include the full surrender of these areas, which it has partly annexed.

The situation on the ground has seen some Russian advances, particularly in eastern Ukraine, around cities like Pokrovsk. Conversely, a report from the Institute for the Study of War suggests that a decisive Russian victory is not guaranteed, with no immediate prospect of a complete takeover of Donetsk Oblast.

Territorial Concessions: A Red Line

Ukrainian officials, alongside their European allies, have firmly stated that making any territorial concessions is unacceptable. Putin’s comments reaffirm that Russia maintains a rigid position, despite previous optimism expressed by U.S. officials, including former President Trump, regarding progress in peace efforts.

Prospects for Peace Talks

The recent discussions have revolved around a 28-point peace plan initially drafted by the U.S., which faced strong opposition from Ukrainian and European stakeholders. The plan was seen as heavily influenced by Russian preferences, including demands for military limitations on Ukraine and restrictions on NATO membership. Putin mentioned that he is aware of ongoing negotiations and considers the U.S. proposal as a potential base for future agreements, though he refrained from commenting on final outcomes at this stage.
