Ontario Places Sixth School Board Under Supervision After Parent Complaints
The Ontario government has announced its decision to take over the Near North District School Board due to issues of dysfunction and mismanagement. This action marks the sixth school board under supervision in the province this year, utilizing new powers granted to the Minister of Education through a bill passed on November 19.
Background of the Takeover
Education Minister Paul Calandra had indicated for some time that intervention was necessary for the board, which serves the communities of Parry Sound, North Bay, and Mattawa. The need for supervision escalated following persistent complaints from parents about the board’s operations.
Reasons for Intervention
- Ongoing construction delays for a new K-12 school.
- High school students began the academic year with remote learning.
- Elementary students were relocated to another school amid turmoil.
Findings from the Ministry Review
A recent review highlighted significant problems within the school board, including division among members, inexperience, and an inability to fulfill responsibilities. Minister Calandra emphasized the importance of effective governance, stating, “I will not stand by while a board’s incompetence directly impacts student achievement.”
Actions Taken and Future Oversight
The minister’s statement serves as a cautionary reminder to all school boards regarding their responsibilities towards students. The Ontario government has now taken measures to ensure accountability.
Five other boards—Toronto District School Board, Toronto Catholic District School Board, Ottawa-Carleton District School Board, Dufferin-Peel Catholic District School Board, and Thames Valley District School Board—were also placed under supervision this year. Each faced financial mismanagement issues that led to state intervention.
Under the provisions of the Supporting Children and Students Act, which became law last month, the Minister of Education can assume control of school boards for reasons beyond financial mismanagement. This includes instances deemed significant for public interest.
Next Steps for Near North District School Board
The government has not yet announced who will supervise the Near North District School Board but indicated that Minister Calandra will oversee the board in the interim.
