The Department for Work and Pensions (DWP) is set to conduct a comprehensive review of the Personal Independence Payment (PIP) eligibility criteria by next autumn. This review aims to ensure that PIP adequately reflects the modern needs of disabled individuals.

DWP Announces Timms Review for PIP

The DWP has stated that no modifications to PIP will occur until the review is finalized. This initiative, known as the ‘Timms Review,’ will be overseen by Minister for Social Security and Disability, Sir Stephen Timms, along with co-chairs Sharon Brennan and Dr. Clenton Farquharson CBE. This group will collaborate closely with disabled people, advocacy organizations, and other area experts to produce meaningful outcomes.

Steering Group Selection Process

As part of the review, a steering group comprising twelve public members will be appointed. The DWP has opened an Expression of Interest process running from October 30 to November 30 to recruit these members. Over 340 individuals applied for this opportunity, indicating significant public interest.

Understanding the Current Landscape of PIP

There are currently more than 3.8 million individuals in England and Wales receiving financial support through PIP. The number of working-age disabled individuals has increased significantly, rising by nearly 3 million since 2013-14. Notably, this includes a rise in mental health issues and greater prevalence of disability among young people.

Addressing these changing demographics, the review will evaluate how PIP assists disabled people in leading independent lives and participating actively in society. It will also assess how PIP assessments can connect individuals to alternative support systems.

Outcomes Expected from the Review

The key objective of the Timms Review is to ensure that PIP remains fair and appropriate for current and future disabled individuals. The review will explore the effectiveness of PIP in its role as a non-means-tested benefit, which can provide recipients with up to £749 every four weeks.
