Zohran Mamdani is poised to guide New York City towards stability as the new mayor. This comes at a time when the New York Police Department (NYPD) is experiencing significant drops in both gun violence and homicide rates. Commissioner Jessica Tisch is maintaining her role, providing consistent leadership for nearly 35,000 uniformed officers.

NYPD’s Progress Under Leadership

Since Tisch’s appointment, the department has addressed issues of questionable promotions and has welcomed effective former leaders back onto the executive team. However, key operational questions remain regarding units like the Strategic Response Group and the future of the gang database.

Mamdani’s administration has been briefed on the NYPD’s strategies that contributed to a decrease in crime, especially in transit systems that previously faced serious safety challenges. Tisch emphasized during a briefing that both the mayor-elect and his team prioritize public safety.

Significant Decrease in Violence

The NYPD reported an unprecedented drop in violent crime. By Christmas Eve, shootings had decreased by 24% compared to the previous year, totaling 674 incidents versus 886 the year prior. Additionally, the number of shooting victims fell by approximately 22%, with 841 recorded this year.

  • Homicides have decreased by 21%, with 297 reported in 2025 compared to 375 in 2024.
  • Robbery, burglary, and grand larceny incidents have all declined.
  • Rape incidents rose by nearly 16%, indicating a complex crime landscape.

“For the first 11 months of this year, we recorded the lowest shooting incidents and victims in history,” Tisch stated, attributing the progress to a precision policing strategy and dedicated officers.

Effective Deployment of Resources

Chief of Department Michael LiPetri attributed the reduction in violence to effective data collection and the strategic deployment of officers. The NYPD’s summer violence reduction plan mobilized over 2,300 officers to high-risk areas, effectively reducing crime during peak hours.

The launch of the Quality of Life Division addressed over 530,000 community calls, enhancing response times and community interactions. Critics of this initiative argue it mirrors the “broken windows” policing strategy aimed at preventing larger crimes through stringent enforcement of minor offenses.

Recruitment and Retention Challenges

In 2025, the NYPD hired a record 4,000 new officers. Yet, this influx is countered by significant retirements, with more than 3,400 officers leaving the force within the last year. Various law enforcement organizations are actively recruiting NYPD officers amid concerns regarding Mamdani’s leadership style.

Mamdani has not only distanced himself from previous criticisms of the NYPD but has also affirmed his commitment to supporting the police department. Criticism from police union representatives illustrates ongoing tensions over officer morale and public safety perceptions.

Future Directions

Mamdani aims to establish a new civilian agency, the Department of Community Safety, that focuses on community-driven solutions for homelessness and mental health issues. Both Mamdani and Tisch have expressed intentions to enhance cooperation while ensuring public safety remains a primary concern.

In a message to officers, Tisch encouraged input on modernizing the department, indicating a potential shift toward collaborative governance within the NYPD. As these developments unfold, city officials and residents will be attentive to the effectiveness of Mamdani’s proposals and their impact on overall safety in New York City.
