New Leadership Appointments

  • Nadia Privara Brahms takes on the role of Behavioral Health Services Director starting January 9. She previously served as Acting Director and has been a part of the County since 2005.
  • Eric Shiotsugu has been named Chief Information Officer for the County Technology Office, effective immediately. He has over 20 years of experience, including his time leading technology projects in the Auditor & Controller Department.
  • Shawn Brom will serve as the new Registrar of Voters, beginning January 9. Currently the Assistant Registrar, Brom has been with the San Diego County Elections Office for 25 years.

Key Details on New Appointees

Nadia Privara Brahms has been instrumental in advancing mental health and substance use services. Her leadership includes the development of Optimal Care Pathways and significant grant achievements, securing over $430 million for the Behavioral Health Services over the past four years.

Eric Shiotsugu’s expertise includes AI best practices and IT outsourcing, and his long-standing career with the County equips him well for the challenges ahead.

Shawn Brom’s extensive background in elections management ensures seamless transitions and upholds the integrity of the electoral process. He steps into his new role as Registrar of Voters as Cynthia Paes prepares for retirement after 23 years of dedicated service.

Upcoming Changes and Positions

The County is also in the process of recruiting for several other leadership roles:

  • A new Human Resources Director to replace Susan Brazeau, who is retiring in March after over 23 years.
  • Deputy Chief Administrative Officer (DCAO) for the Health and Human Services Agency, responsible for a range of essential health services.
