U.S. War Department Revamps Innovation to Boost Warfighter Technology
The U.S. War Department has initiated a significant transformation of its innovation framework. Under Emil Michael, the Under Secretary of Research and Engineering and Chief Technology Officer, this overhaul aims to create a unified and efficient system for delivering technology to military personnel.
Key Changes in the Innovation Ecosystem
- The Defense Innovation Unit (DIU) is now a designated Field Activity of the Department of War.
- Owen West has been appointed the new Director of DIU, previously serving in Trump’s administration.
- The Strategic Capabilities Office (SCO) is also designated as a Field Activity, focusing on disruptive technologies.
- Cameron Stanley will lead as the Chief Digital and Artificial Intelligence Officer (CDAO).
Streamlined Operations
This restructuring serves to replace a previously fragmented innovation process with a more coherent and rapid approach. The DIU will continue its work in technology scouting, quick contracting, and commercial service adoption. It will collaborate with the Mission Engineering and Integration Activity (MEIA) to address operational challenges with commercial solutions.
The CTO and Director of DIU are tasked with aligning their resources and operations with Department priorities. This strategic alignment is expected to heighten efficiency and expedite the deployment of essential technologies to warfighters.

The CTO Action Group (CAG) has been established to enhance innovation alignment within the Department. The Military Services will reorganize their innovation structures, presenting Service Innovation Plans to clarify their objectives and capabilities.
