The purchase covers 181,930 sacks of NPK 12-24-12 fertilizer and 160,000 sacks of ammonium sulphate. Those fertilizer orders are valued at 11 billion kwanzas, while the wider plan also includes specialized services to support the production process, imported seeds and agricultural tools.

João Lourenço authorized the agricultural package at an unspecified recent date, and the execution was delegated to the Minister of Agriculture and Forests. The size of the order gives peasant families a clearer picture of what will arrive: fertilizer, seeds, tools and support services rather than a single cash transfer or a short-term subsidy.

The figures are specific enough to show where the money is going. The 15.6 billion kwanzas total equals 14.6 million euros, and the fertilizer portion alone accounts for 11 billion kwanzas, or about 10.3 million euros. That split leaves the rest of the package to cover the imported seeds, tools and the services tied to the production process.

The stated purpose is to reinforce food production and ensure the continuity of programs supporting family farming. In practical terms, the state is backing the next planting cycle with inputs rather than waiting to react after shortages appear in the market.
