Driver test booking changes begin May 12 for Dvsa Driving Test

Learner drivers will have to book a dvsa driving test themselves through GOV.UK from May 12, 2026. A driving instructor will not be able to book a car test for them, and the rule change applies only to car driving tests, not other types of tests.

The change sits alongside tighter rules on amendments already in place since March 31, when learner drivers were limited to two changes to a test date. The previous allowance was six.

GOV.UK Booking Rules

The new system puts the learner driver at the centre of the booking process. A person can still help someone they know to book and manage a driving test, but the learner must be with the helper while the booking is being made. The helper must also ask the learner to complete as many steps as they can on their own.

That shift matters most for drivers who had relied on an instructor to handle the booking. From May 12, that option ends for car tests. Learner drivers are also being told to book only at a test centre they intend to use, because later changes will be restricted to nearby centres.

May 12 and June 9

There are two dates in the changeover. From May 12, it will be against the law to change, cancel or swap a driving test for someone else. From June 9, new bookings will only be able to move to any of the three centres nearest to where the test is booked, or to the test centre first chosen on that booking.

Changing the date or time counts as a change under the new laws, as does changing the test centre. Swapping an appointment with another learner driver who already has a test booked also counts as a change. That leaves less room to shuffle bookings around after a slot has been taken.

Test readiness and waits

Learner drivers can book only after passing the theory test. They do not need a second theory test when upgrading an automatic car licence to a manual licence. There is no minimum number of lessons before booking or taking the practical test, though the guidance says learners should speak to their instructor before attempting it.

The booking changes arrive against a long wait for a test slot. By September 2025, the typical waiting period had reached 22 weeks, compared with five weeks in early 2020. For learners who are ready to book, the practical step is simple: use GOV.UK, book the car test yourself, and keep the chosen centre in mind because changes will be narrower once the booking is made.
