Tottenham are still waiting for Manchester City to give the green light for a deal to sign Savinho, with Fabrizio Romano saying the winger remains a live target and that the key issue is City finding a replacement first.
It is the latest twist in a summer in which Spurs have moved quickly after narrowly avoiding relegation from the Premier League on the final day of last season. They have already made six signings, but the focus now is clearly on attack, with two new wingers and a new striker still on the checklist before the window closes.
Romano has been consistent on the story for some time. In his latest update, he said: “On Tottenham in terms of incomings, I stand by my news. In May, June, July I maintain my information. Tottenham want Savinho. Tottenham will go for Savinho. There are negotiations ongoing club to club, Tottenham and Manchester City.”
That is the central point here. This is not a case of Spurs being casually linked with a player and waiting to see what happens. Romano says the talks are active, the interest is serious and the move remains on the table.
What is blocking the move?
The obstacle is straightforward. Romano said Manchester City would need to bring in a replacement for Savinho before they are willing to sanction the move. In his words, “in order to get the green light for the move, Man City would need a replacement for Savinho, that’s the point.”
That makes the situation as much about City’s squad planning as Tottenham’s recruitment. Savinho has been pushed down the pecking order at the Etihad Stadium, but that does not automatically mean he is available. City still have to protect their own balance before they let him leave.
Romano also said Savinho himself is open to the switch. He explained that the player is “very keen on a move to Tottenham” and added that Savinho had been prepared to join Spurs one year ago, when they wanted him in summer 2025.
That detail matters because it suggests Tottenham are not trying to sell the player on the project from scratch. The interest, according to Romano, has been there across May, June and July, and the player’s position has not changed.
Why Tottenham keep pushing
Spurs’ focus on attacking reinforcements fits the direction of their window. With six arrivals already through the door, the club are now trying to add more pace and depth in the wide areas, while also looking for a new striker.
For Tottenham, Savinho would be a significant addition because the move would strengthen a part of the pitch where they still want more threat. It is also why this deal continues to matter even as other transfer activity unfolds, including separate business involving Lucas Bergvall.
The broader picture is that Tottenham and Manchester City are still negotiating, and Romano has made clear he sees this as the priority. “Tottenham and Savinho, this remains the priority. This remains the topic and this remains the deal,” he said.
So the story now is simple enough. Tottenham want Savinho, Savinho is keen, and the talks are active. The only question is whether Manchester City can solve their own replacement issue quickly enough to allow the move to go through.
