Kiryanov’s association with the FIA is primarily linked to his role as the head of the Russian Automobile Federation. In response to the outbreak of war in Ukraine, both the FIA and the International Olympic Committee (IOC) took steps to regulate the participation of Russian nationals in international sports. These regulations prompted Russian and Belarusian officials to temporarily step down from their positions.

Despite his reinstatement, Kiryanov is not listed as a member eligible for the upcoming world council term, which begins after FIA elections in December. In these elections, Sulayem is expected to run unopposed due to FIA regulations, which complicate the nomination of alternative candidates.
