Leopold Aschenbrenner wrote a memo predicting that by 2026 or 2027 "an “obvious question” will be circling through the Pentagon and Congress: Do we need a government-led program for artificial general intelligence—an AGI Manhattan Project?" and he added that "Washington would decide to go all in on such an effort," framing a near-term timeline for when lawmakers might press for a government-led program.
Over the past year multiple senators have proposed legislation ordering federal agencies to explore potential nationalization of AI, creating legislative pressure that could intersect with executive use of the Defense Production Act.
Recent public comments from Elon Musk, Sam Altman, and Alex Karp have coincided with administration planning that in its most extreme form would force top researchers into SCIFs in the Pentagon basement, centralize computational capacity under a nationalized mega-operation, lock work down for defense applications, and hollow out the commercial businesses of OpenAI, Anthropic, and Google DeepMind.
