The Trump administration has granted Southwest Airlines a waiver for the last installment of a significant fine related to the airline’s 2022 travel disruptions. The U.S. Department of Transportation announced this decision late Friday, allowing Southwest to avoid the final $11 million payment of a larger $140 million penalty imposed by the Biden administration in 2023.
Background of the Travel Disruptions
In late December 2022 and early January 2023, Southwest Airlines faced a historic operational meltdown. This incident resulted in over 17,000 flight cancellations, impacting more than 2 million travelers during the busy holiday season. The cancellations represented nearly half of the airline’s scheduled flights at the time.
Causes and Reactions
While the root cause of this travel chaos remains unclear, Southwest’s CEO, Bob Jordan, cited “a lack of tools” and various operational issues. Former Transportation Secretary Pete Buttigieg noted the severe breakdown of the airline’s system after discussions with Jordan. A winter storm was also mentioned by a spokesperson as a contributing factor.
Financial Impact on Passengers
In response to the widespread disruption, Southwest Airlines refunded approximately $600 million to passengers affected by the travel nightmare. Additionally, the airline incurred increased labor costs and lost revenue, which extended into February. The Federal Fine
The $140 million fine was proposed nearly a year after the travel meltdown. The penalty aimed to establish a $90 million fund for compensating future passengers affected by Southwest’s cancellations or delays, in addition to a $35 million payment to the U.S. Treasury.

The waiver for the final installment was due at the end of January, prior to the Trump administration’s decision. The Department of Transportation justified this move by highlighting Southwest’s investments in enhancing its operations control center. They noted improvements in the airline’s on-time performance and flight completion rate, stating that these upgrades are more beneficial for passengers.
